All attempts to question Mr Stevens draw only the reply that certain formalities are no* completed. TIMBER INDUSTRY SUSPICICUS VANCOUVER, April 12. (Received April 13, at 1.25 p.m.). The Trade Board of the lumber industry is puzzled by the delay in connection with the treaty. Mr Stevens, on his return here from Honolulu, stated that the pact would be completed without delay. There is strong suspicion that a hitch has developed within the ranks of the Cabinet. The lumbermen are considering pressing the Government for an explanation.
