PENINSULA AFFAIRS

COUNTY COUNCIL'S MONTHLY MEETING At the monthly meeting of the Peninsula County Council, held yesterday, the following were present:—Messrs H. Macandrew (chair), J. W. Miller, J. Cross, J. T. Irvine, W. D. Allan, 13. Brunton, D. Robertson, and W. D. Stewart. The Secretary of the Education Board (Air W, G. Carrington) wrote asking when men would bo available under the No. 5 scheme for the work of roading at the old school site at North-cast Harbour.—The Town Clerk reported hat the matter had been referred to the county engineer. Air Thomas Ball, district engineer of the Public Works Department, advised that as the work proposed on the Porto-bello-Harrington Point road involved expenditure after March, it would not bo possible for his Had office to recommend the Ministe r# agree to the sum required being an.? .Isod. At the present time it was not known what sum, if any, would be available for allocation next year. However, the matter would bo noted for draft estimates for the year 1932-33. —Received. 'The Secretary of the Hospital Board advised that, subject to the Government allocations being of a similar amount to the current year, the maintenance levy of the board for the year 1932-33 would be the same as for the year 1931-32, and following the same procedure as was adopted during last year, no levy would be made for capital expenditure during the forthcoming year.—Received.

A telegram was received from the Minister of Public Works (Hon. J'. G. Coates), dated March 4, stating that the financial position necessitated a review of all road authorities held by local bodies. All such authorities held by the council were therefore being cancelled from that day, but where contracts had been let or definite commitments made the Government would consider issuing fresh authorities for these works only.—Received. A circular letter was received from the South Island Motor Union drawing attention to the Economy Commission’s recommendation that the money raised from motor taxation be transferred from the Highway Board’s account to the Consolidated Fund, and asking tire council to support the union’s protest against the proposal.— It was resolved that the union be advised that the council was in full accord with the opinions expressed in the circular, and would request the member for the district to use every endeavour to oppose the measure. Air L. A. Harwood (Lower Portobello) wrote complaining about the state of Gravesend road (Lower Portobello). —it was resolved that the town clerk advise that no funds wore available.

Air W. Brookman (Alacandrew Bay) wrote asking the council to alleviate the trouble caused through storm and surface water running under his premises.—The matter was referred to the local member of the council.

Alessrs H. F. APTaggart and Arthur Brown (Broad Bay) wrote drawing attention to tire state of the road leading to their properties. The writers complained that it was now over six months since they notified the council, and nothing had yet been done.—The matter was referred to the local member and the engineer for attention. Alessrs 1 .7. H. Palmer and E. APHroy (Company Bay) complained of tire state of Clyde terrace in front of their adjoining sections, and asked that the present track be widened and gravelled before the winter. —The request was left to the chairman and engineer to deal with.

Air William Garr (Pukehiki) asked if something could bo done to the road in front of his milk stand.—The request was referred to the engineer for attention.

Tho secretary of the Portobello Ratepayers’ Association (Mr D. Arnett) wrote drawing attention to the drain crossing the track from the Beach road to the township road at Mrs Forrester’s corner. The drain was discharging on to tho reclaimed ground, and was also leaking on to the footpath. In hot weather this soon caused a nuisance, and several people had complained about it.—The matter was left to Cr Miller and the engineer. The sanitary inspector, Mr R. W. Connor, of the Health Department, Dunedin, advised that in accordance with tho council’s request he had inspected tho creek and area adjoining Mrs Gibson’s property at Macandrew Bay, and had to report as follows; The creek certainly received the drainage from a number of houses, but so long as there was sufficient fresh water no offence was caused in the creek. The trouble occurred when a long spell of dry weather was experienced. The real cause of complaint lay in the offensive smell arising from the water, etc., in the ditch and low-lying area alongside Mrs Gibson’s entrance. He recommended that tho council clear the bed of the creek in order to allow the water an unimpeded flow, and pipe tho creek across low-lying area to the sea. This low-lying area could then bo filled in. All the above could be carried out with unemployed labour, and the drain could be laid in such a manner that it could be later used for a drainage system. ENGINEER’S REPORT.

The county engineer (Mr S. G. Patterson) reported as follows on work done during the past month: — Otago Heads Riding.—Cleaning of the drain along the Hooper’s Inlet road was nearing completion. Water tables were being cleaned on the Pipikareti road. Portobello riding: Surface formation had been done on the hill road at tho head of Leith walk. The contract for metalling of the Gill’s Corner to Gravesend road was half completed. Sandymount riding: repairs to tho Ridge road were in hand. _ Highcliff riding: The work of bringing up to standard slack places on the High road was nearing completion. The shoulders of one bank on tho Tomahawk main highway had been built up where subsidence had taken place. North-east Harbour riding: Tho widening of the District road at the Presbyterian Church was now complete, and the culvert had been lengthened. The metalling of the widened portions was in hand. The junction of High street, Cosy Dell, with tho Beach road was being carried out. Broad Bay riding: Tho walling on the Beach road near the hall at Broad Bay was complete, and tho filling was being proceeded with. Widening of the intersection of the Cemetery road and the Beach road was in hand. Water tables were being cleaned in Portobello township, and the formation of Seaton road and M'George street was being trimmed. Tomahawk riding: The cleaning of tho drain along Valley road was completed. One culvert in Glen road had been extended and filled round. Tho report was adopted.
