NEW LEASE OF LIFE Press Association—By Telegraph—Copyright. BERLIN, February 23. Herr Dietrich, Minister for Finance, says that the banks have, been subjected to a thorough cleansing process, and would have to repay the money loaned by the Reich in accordance with a fixed plan. The “ standstill agreement” had removed all danger from abroad, thus the measures taken would give the banks new life.
