FACING DESTITUTION
FINANCIAL CRISIS IN ILLINOIS WHOLE STATE IN BAD WAY Press Association—By Telegraph—Copyright. NEW YORK, January 23. ' The Chicago correspondent of the New York ‘ Times ’ states that the city and the rest of Illinois arc experiencing one of the gravest financial crises in their history. Nearly 500,000 people in Cook County face a prospect of destitution within a week’s time, and several down-State communities are in the throes of “ moratoria,” with an almost complete shut-down of business activities. The unemployment relief funds are exhausted and actual starvation threatens 120,000 families unless aid is forthcoming by February 1. Steps were taken to-day to convene an entergency session of the Legislature next Tuesday to deal with the situation. The ‘ Daily News ’ to-day printed a “ hunger call,” asking the people of the State to rally round and prevent suffering. An appropriation of 20,000,000d0l is needed, but the provision of this sum would leave a deficit of that sum in the State Budget. The towns of Urbana, Aurora, and Mindoia have, by mayoral proclamation, closed the banks, and all but the immediately essential business houses in order to restore popular confidence and prevent bankruptcies.
