JAPAN'S DETERMINATION LAWLESS BANDS TO BE SUPPRESSED. SHANGHAI, December 22. (Received December 23, at 11.15 a.m.) General Honjo, commanding the Japanese forces in Manchuria, has issued a solemn warning to China not to interfere with Japaneso military movements, otherwise drastic action would be taken against any force attempting to hinder tho eradication of tho undisciplined Chinese troops, which are adopting banditry. All ambiguity regarding tho intentions of tho Japanese was removed with the publication in Tokio of a War Office statement announcing tho determination to remove the possibility of all future disturbances in Manchuria by drastic military action against Chang Hsueh-liang's troops that are concentrated at Chinchow.
