LEGISLATIVE COUNCIL (Pm Uwitbd Pass* Assochtiok.] AVELLINGTON, November 5The Legislative Council met at 2.30 p.m. The Native Purposes Bill was reported from the Native Affairs Committee with amendments, ,and put through all its stages and passed. The Customs Amendment Bill was received fx-om tho House. The Leader of the Council (Sir James Parr) moved the second reading, his ’ remarks being on tho same lines as those of the Hon. W. D. Stewart in tho House of Representatives. Hon. AV. H. M‘lntyre expressed surprise that a primage duty or import duty had not been placed on Australian coql. Tho coal industry in New Zealand was dying, and the least the Govoi’nment could do was to place a duty on Australian coal equal to difference in the exchange rates. Hon. L. M. Isitt said it was an extraordinary thing that the Government had not increased tho license fee paid by the bigger hotels from £4O per annum.

Hon. R. M'Callum said the time was inopportune for placing a further burden on the hotelkeepers, who were experiencing very loan times. Tho Bill was read a second time, put through its remaining stages, and passed. The Council rose at 5 p.m. until tomorrow. HOUSE OF REPRESENTATIVES The House of Representatives met at 7.30 p.m. Mr Tan Hcnare was graxxted three days’ leave of absence on account of illness. . Tho NcW Lynn Sewerage Validation Bill (Mr H. G. R. Mason) was introduced and read a first time. The following Bills were reported from the Lands Committee:—Land Laws Amendment, Education Reserves Amendment (both without amendment), and Reserves and Other Lands Disposal (with amendments). The Local Legislation Bill was_ reported from the Local Bills Committee with amendments. The Chattels Transfer Amendment Bill was reported from the Statutes Revision Committee with amendments. Leave was given to withdraw the Matrimonial Causes Amendment Bill (Mr Mason). The House agreed to amendments xffade by''the fcegxsl/;,live Council to the Native Purposes Bill. The Law Practitioners Bill was received from tho Council and read a first time. It was then read a second time pro fonna .and referred to tho Statutes Revision Committee. _ Amendments to the Local Legislation Bill and Reserves and Other Lands Disposal (AVashing-up) Bill were introduced by Governor-General’s Message. TRANSPORT BILL PASSED.

Mr Coates, moving the second reading of the Transport Licensing Bill (No. 2), said ho had explained on its introduction the directions in which it differed from the earlier measure. The Bill was read a second time and the committee stage was commenced forthwith. A discussion on matters of interest to local bodies in_ different parts of the dominion occupied tho > attention of the committee for some time. The Bill was put through the committee stage without amendment, read a third time, and passed.^ The House rose .at 11.55 p.m.
