In the House of Commons, answering a question on tho work of the AngloRussiau Committee which is dealing with the question of debts, tho Undersecretary for Foreign Aifairs (Dr Hugh Daltou) said that Lord Goschcn, chairman of the committee, had reported tho present state of these negotiations to the Foreign Secretary, who was greatly disappointed to find that so little progress had been made. Tho Soviet delegates do not yet appear to have submitted any proposals for a settlement or even to have indicated what categories and types of claims they are prepared to allow as a ranking for a settlement, and on what conditions. The work, therefore, had not yet progressed beyond the stage of an exchange of information and explanations. The Foreign Secretary had in* formed Lord Goschen that ho proposed to take an early opportunity to represent to the Soviet Ambassador the necessity of putting forward practical proposals if the negotiations are to bo brought to a successful conclusion.
