NATIONAL GOVERNMENT'S NEW REGULATIONS I’rrs* Association—By Telegraph—Copyright. SHANGHAI, May. 4. (Received May 5, at 11 a.m.) Despite the British Minister’s intimation that it is the British Government’s intention not to relinquish extraterritorial rights within a radius of fifty miles of Shanghai, Hankow, Canton, and Tientsin, the National Government to-day issued an official mandate enumerating regulations with regard to legal cases involving foreigners, stating definitely that all foreigners in China will bo subjected to the jurisdiction of the Chinese courts from October 1 of this year. Special courts will bo formed for the purpose of handling cases in which foreigners aro involved, while foreign advisers may bo appointed to assist the Chinese judges, but without the right of rendering judgment. Other regulations provide for the searching of foreign houses, and the arrest and detention of foreigners.
