New York has imposed parking restrictions upon perambulators in the famous Central Park, where hundreds of white-capped nurses daily take their ease while their charges sleep peacefully in their carriages drawn up on tho'lawns. On a recent morning eightyfour women, in various stages of excitement, appeared in coux-t in answer to summonses for breaches of the regulation. The human skin is thicker on the hinder surface of the body than in front, and on the outer than on the' inner sides of the limbs. It is unusually thick over the flexures of the joints. It is particularly delicate in the eyelids. In regions which are most subject lo external pressure, as the soles of the feet, it is firmly united by very dense laminm to the subcutaneous fascia; and the intervals between are provided with pellets of fat, forming a cushion, as an additional means of protection to the delicate organs it encloses and covers. Uruguay has been celebrating the centenary of her independence. Up to 1828 Uruguay was still nominally a Spanish colony, but in that year,, through the mediation of England/' she became a free and independent Stale. It was not tilt 1830 that the republic came, and this was recently celebrated by a fine set of large pictorial stamps. The portait of General Artigas, who led the Uruguayans m their struggle for liberty, appears on several of tile stamps.
