(Received December 1, at 1.30 p.m.), The first part of the new motor laws will apply throughout England on_Monday. An applicant for a driving liciousa must sign a declaration of physical htuess. -It absolutely bars obtaining a license if an. applicant suffers _ front epilepsy: disabling giddiness, fainlmgj or inability to read the number plate or a car at a‘distance of twenty-five yardsThe age of a motor cyclist' is raised to sixteen. Careless driving becomes a new offence. There is a distinction between .dangerous driving and. driving without care and reasonable consideration for other users of tho roa’d. * The penalties arc virtually, .doubled. Pillion riders must use an -approved seat and ride astride. Only two are allowed on a solo motor cycle. Joyriding, which 1 is the old term lor car stealing, is now a punishable ollence. The speed limit will be abolished on New, Year’s Day.
