The Federal Relations Committee of the Indian Round Table Conference held a brief meeting this afternoon, when it was decided to co-opt all the delegates to the conference not pre- , viously on the committee. This course was taken at the request of the Bri- * tish Indian delegation to secure the representation of all interests on the committee. Consequently, when the committee meets to-morrow, it will constitute a committee of the whole conference. It is expected that the first business will be to examine “ the heads of subjects,” as submitted by Lord ?ankey, for future discussion. CHANGES IN CONSTITUTION SIR .TORN SIMON’S VIEWS. (British Official Wir«l*N.) RUGBY, November 27. (Received November 28, at noon.) Addressing the English Speak-ng Union luncheon, Sir John Simon said that a detailed plan which faced indisputable facts was needed in working out the changes in the constitution of India, and not a general phrase. The immense area "'and population of India, the diversities of race, creed, and caste, the overwhelming predominance of the rural population, the high percentage of illiteracy, the standing menace^ of the North-west Frontier, and the existence of inter-Stato differences, were facts which must be provided for. He was persuaded that the ultimate form of the Indian constitution would not be a mere imitation of some existing scheme which had been worked out m perfectly different conditions -in another part of the world, but one really suited to the special circumstances of the Indian case.
