Warning letters instead of summonses, cautioning motorists for minor offences in Britain, were sent out in nearly 70,000 cases last year. Theie were in all 25(5,414 motorists who broke the law, of these 105,855 were convicted, 70,623 being offenders against the lighting regulations.
