BERLIN, September 4. ‘ Germania,' which generally expresses Herr Bruening’s views, describes the French army manoeuvres as a poli tioal gesture against Germany. It adds that Franco is still seriously reckoning upon tbp possibility of a Franco-Gcr-man war, but the French fears of an invasion are not justified by the military situation. “ What is the use of the Locarno and Kellogg Pacts if generals consistently, ignore them?,”- the paper asks.
