(Received March 8, at 1.30 a.m.) A further great _ constitutional change is foreshadowed in a Bill introduced into the Italian Chamber of Deputies, the effect of which will make the Fascist Grand Council the coequal J of king and Parliament. The Bill provides that the preamble of all laws should contain words following the king’s name signifying the consent of the council.
