MELBOURNE, March 8. (Received March 8, at 9.10 a.m.)

. The State Parliamentary Labour Party has approved of the Cabinet proposals for unemployment insurance. It is now propsed, pending the operation of such legislation, to raise £350,000 by special income and property tax for the relief of unemployed at the rate of $d in the £ on incomes derived from personal exertion, and Id in the £ from property. The income tax will be levied on single men earning £2OO a year or over, and on married men earning £3OO or over.
