A message from Toronto says; The Hon. 1. M. Tokugawa, Japanese Minister for Canada, in the course of an interview there, stated that Japan had no desire to intrude in countries where her people were not welcome. We are sending numbers of our people to other countries so long as they _ are welcome ’there. There is no point in our people going where they are not welcome. The laws of some countries have closed these countries to them, but there are some countries, such as Brazil, where they are wanted. Some day emigration and immigration questions will have a more international aspect. I am not predicting the exact nature of, the developments.”
