ABOLITION OF EXTRATERRITORIALITY EFFECT OP NANKING MANDATE. Press Association—By Telegraph—Copyright. SHANGHAI, January 6. (Received January 7, at 11 a.m.) The Ministry of Foreign Affairs at Nanking announces that the effect of the extraterritoriality mandate upon the Powers is generally encouraging and satisfactory to China. Discussions are proceeding between Dr Wu (China’s 'lnister at Washington) and the American State Department. Simultaneously discussions are proceeding between Sir Miles Lampson (British Minister at Peking) and the local officials. Nanking believes that with the two major Powers already agreeing to the principle of extraterritoriality abolition the other countries will follow. It is reported that Japan is ignoring; the mandate until events -necessitate action;'
