THE KELLOGG PACT BRITAIN’S INTERPRETATION. WASHINGTON, December 80. (Received December 31, at 10 a.m.) Mr H. L. Stimson (Secretary of State) repudiated newsparer reports that Britain formally interpreted the Kellogg Pact as meaning that there will be no neutrals in future wars. Mr Stimson challenged the Press interpretations of the British White Paper, explaining that he had received a copv himself, the study of which convinced him that the reports were not substantiated. He said that the British assertion relative to neutrality was limited to members of the League of Nations and was not based on the Kellogg Pact.
