FRINGE VON BULOW Press Assorts lion—By Telegra plt-MJopynghfc. BERLIN, October 28. (Received October 29, at 11.30 a.m.) The death is announced of Prince Yon Bulow. [Prince Bernhard Heinrich Von Bulow was born at Klein-Flottbcck, Holstein, on May 3, 1849, and was educated at the universities of Lausanne, Leipzig, and Berlin. He entered the army in 1870, and took part in the Franco-Prussian War, 1870-71. Ho joined the diplomatic service in 1873, served as junior secretary in the embassies at St. Petersburg and Vienna, aiid was one of the_ officials at the Congress of Berlin inlß7B. Bulow was first secretary at Paris, 1878-84, at St. Petersburg, 1884-SS, Minister at Bucharest, 1893, and ambassador at Home, 1893-97. From 1897-1900, ho was Foreign Secretary, and in October, 1900, was appointed Chancellor and President of the Prussian Ministry, in succession to Prince Hohenloe. lie was made a Prince of the Gorman Empire in 1905, and retired from the chancellorship in 1909. In December, 1914, ho was sent to Rome as ambassador, but faiieu in his efforts to prevent the entry of Italy into the Great War. His ‘ Imperial Germany’ (English translation by M. A. Lewenz, 1911, revised edition, 1916) is a defence of the policy of Germany, and contains his theories of autocratic rule and popular submission to authority.]
