A far-reaching bill Press Association —By Telegraph—Copyright VIENNA, October 19. M. Schnobel, in the Chamber, introduced' a Bill to amend the Constitution. It will greatly extend the powers of the President 'of the Republic. Jf.t will give him the supreme command of the army, the power to dismiss Parliament, and under certain conditions to make decrees. The franchise ago will bo raised from twenty to twentyone, voting will be compulsory, and many of the rights of the Federal States will be transferred to the Government, especially those respecting tjie police. Vienna will cease to be a Federal State. The Bill was received enthusiastically by the Government benches and gloomily by the Socialists. —-Australian Press Association.
