He was born at Leamington on March 7, 1886, and was educated at the Royal Naval Academy, North wood Park, Winchester, and trained for the Navy on H.M.S. Brittauuia. He entered the Navy in 1903, and served iu China, tha East Indies, Mediterranean, and West Coast of Africa. Ho commanded H.M.S. Bullfinch, 1914-15, and H.M.S. Commonwealth, 1916. He was on the Admiralty war staff, 1917, Assistant Chief of Staff, Gibraltar, and with the Mediterranean convoys, 1918. He was elected as a. Liberal to represent Kingston-upon-Hnll in April, 1919. Until recently he was leader of the Radical group in the House of Commons. On October 24 ho announced that ho intended to join the Labour Party. He said it was the duty of every Liberal and every Radical including Mr Lloyd George, to follow his example. This was necessary because the Libera] Party was split from top to bottom and the Labour Party was the biggest party. At the General Elections ho stood in the Labour interests, and was returned by a good, majority.]
