The negotiations between the financial experts at The Hague, with a view of discovering a means to satisfy the British claims, are described as making slow but not unsatisfactory progress. It was in order to permit thencontinuance that the Financial Committee decided not to meet till Saturday, and it is expected then that one o, more sub-committees will be created for the purpose of discussing questions already raised before the Commission, swnpng them Mr Snowden’s three points. (Received August 16, at 11.30 a.m.) The statement is published that Mr Snowden (British _ Chancellor of the Exchequer) has written a letter to the statesmen at The Hague asking that his proposal for a revision of the reparations plan shall be dealt with without delay, and stating that he cannot wait much longer for a decision. The British delegation at The Hague states, however, that the letter in question was merely a personal note whip Mr Snowden passed to M. Jaspar (Belgian Prime Minister) during Wednes day’s session of the Financial Commission, in which he used the same terr which ho later expressed before the Commission namely, that he hoped that the private negotiations now in progress would permit early action. on bis resolutions for the creation of a sub-committee to revise the percentage and annuity clauses of the Young Plan.

Jt is understood that Mr Snowden adheres to bis determination to leave on Saturday if no progress is made towards satisfying Britain. British circles are still hopeful of a last-minute settlement.
