A dual purpose preferenial impost would Ipe less objectionable, the following basis being suggested :—Ken-dutiable Kmpire goods, 1 per cent. ; dutiable Fmpiro goods. 2 per cent. ; foreign goods, 2 per cent, and 4' per cent, respectively.’’ The mover pointed to the change ol the Customs percentage of taxation from 30 to 40 between 1918 ami recent years as calling for a halt, and hold that revenue could be raised by taxing all classes of incomes, also by graduating the maximum rate to, say, (is Hd at £20,000 in lieu of 4s Gd at £IO,OOO.
