JO a.m.) Surprise is expressed hero that understanding regarding tho scope aim purpose of the Aimlo-1’ reneli compromise on the naval limitation proposals should, according to Press messages, persist in America. Tho compromise is not embodied in any formal treaty Tho proposals aro only tentative _iu character, with a. view to advancing tho work of tho Preparatory Committee for the Disarmament Conference at Geneva. They have been submitted in full to the principal naval powers in order to solicit (heir comments and suggestions before being submitted to the Preparatory Committee. The committee’s progress hitherto has been delayed owing to differences that had arisen on the rival craft proposals fur naval disarmament advanced by Franco and Britain, and the proposals now under consideration by these naval Powers aro expected to overcome these difficulties. The reason for withholding these purely tentative proposals from publication for the time being is (he desire of tho British and French Govermnonts to bo in possession of fhe comments of all the parties interested before such a step is taken.
