LONDON, July 19. The Riga corresponden t of ‘ The Times ’ reports that M. Bukharin, speaking at the opening of the Communist Congress, declared that the increasing bourgeoiso dissensions might lead to war against the Soviet, followed by an unprecedented class war in all countries.
M. Stalin, M. Bukharin, and M. Manuilsky, and Mr Murphy wero elected a pnesidium. M. Trotsky accuses 51. Stalin of adopting principles for which ho (Trotsky) was banished. —'‘Times Cable.
