(Received'April 23, at 8.45 a.m.) The ‘ Weekly Dispatch ’ says that the Communists have prepared "a soldiers’ programme,” which they aro endeavouring to circulate in tho barracks, nrdng that rankers should be allowed to°stand as parliamentary candidates and that political parties should bo permitted to form branches in camps and barracks, also that soldiers in uniform should bo permitted to participate m political demonstrations. —United Service.
