AMERICAN LOAN TO JAPAN. Press Association—By Telegraph-Copyright. WASHINGTON, November 23. (Received November 24, at noon.) It is understood that negotiations are virtually completed for the J. P. Morgan 30,000,000-dollar loan to the South Manchurian Railway. It is reported that various Chinese groups have, protested on the ground that it will give Japan a greater grip on China.
