LONDON, November 10. (Received November 11, at 11.50 a.m.) Replying to questions in the House of Commons, Mr Churchill said that if a private Totalisator Bill were introduced next session and passed its second reading on a free vote tho Government would facilitate its remaining stages. Mr Samuel said considerations of public expenditure precluded an undertaking to coniine all Government meat contracts to British producers.

Mr Churchill said that the funding arrangements in respect to all tho Allied war debts to Britain, except Russia’s, provided for payment to be made in full, with interest on all relief debts, except Austria’s, which was postponed for twenty years on the flotation of the League of Nations’ loan in 1923.—A. and N.Z. Cable. Mr Elliott, in answer to a question, said he felt justified iu releasing on license, as soon as arrangements could be made, Oscar Slater, who was convicted of the murder of Miss Gilchrist at Glasgow, and received a life sentence. He has now served 18J years.
