GERMAN TEXTILE WORKERS INDUSTRY AT STANDSTILL. Press Association —By Telegraph—Copyright. BERLIN, November 9. (Received November 10, at 10.30 a.m.) Following a lockout of 100,000 cigar workers,- 55,000 textile workers were locked out at Elberfeld. The whole textile industry has been brought to a standstill.
