It is argued that under the future conditions of warfare the whole population will be liable to be tbe victims of hostilities, and therefore they must share in the country’s defence. It is understood that the Hill will provide a niche for every adult, while every Ministry must include a Defence Department covering its own sphere. Another Bill will follow reorganising the array.
