NATIONAL MOBILISATION SCHEME STRONG CRITICISM. Press Association—By Telegraph—Copyright. PARIS, November 8. (Received November 10, at 1.30 a.m.)' Strong criticism of national mobilisation during war is contained in a report of tbe Army Committee, which is at present in the hands of tiie_ Senate. This declares that the scheme is almost impossible and dangerous from an international standpoint, weakening the moral fibre of the nation. [A message received on March 9 stated: The ‘Daily Telegraph’s ’ Paris correspondent states that, following on M. P.ainievc’s announcement that the work on the frontier defences would be started in July, comes the news of the imminent introduction in Parliament of a Bill under which Franco will become virtually a nation in arms, all classes of both' Kcics having their allotted duties and tasks. It is argued that under the future conditions of warfare the whole population will be liable to be tbe victims of hostilities, and therefore they must share in the country’s defence. It is understood that the Hill will provide a niche for every adult, while every Ministry must include a Defence Department covering its own sphere. Another Bill will follow reorganising the array.
