UPPER HOUSE REFORM STATEMENT BY MR BAVIN. frees Association—By Telegraph—Copyright SYDNEY, November 8. (Received November 8, at 1U a.m.) The Governor has approved of tho appointment of five members of the Legislative Council on tho advice of tho new Ministry. The Council has now 101 members. Mr Bavin said that the Government had a lot to do before it reformed tho Upper House, which would not bo reformed this session.
