BRISBANE, November S. (Received November 8, at 10.25 a.m.) Owing to the action ol the Bowen watersidors refusing to resume duty till the fines imposed for smoking on the wharf are remitted no sugar has been despatched from Jukcnmin mil! lor a week. The local farmers have decided to proceed to Bowen to load ships should the conference which commenced yesterday prove abortive. [A message received on November 2 stated: Work on the waterfront at Bowen is at a standstill as the result of 20 workers being fined for smoking in the wooden portion of the jetty. The men cetsed work as a protest, and refused to resume unless the Water Board refunds the fines and allows the men to smoke anywhere on tho wharves.]
