BOROUGH COUNCILS

PSGIEL The mayor (Mr if. P. Walls) prosided over the monthly meeting of the Moagiel Borough Council last evening. Tliero was a lull attendance of councillors. CORRESPONDENCE. Ford Motors, Ltd., wrote submitting special terms for the -purchase, of Fordson tractor. —Received, and held over meantime. Tho Workers’ Educational Association invited the council to be present at the annual meeting in the Town Hall on Thursday, November 10.—Received. Tho Toicri Football Club forwarded cheque for £SO, being its proportion towards drainage of the Recreation Ground.—Received. R.S.A., Dunedin, forwarded cheque for £SO from tho Poppy Day funds, being its contribution towards the work done at tho Recreation Ground.—Received. John Reid and Sons, Ltd., wrote in reference to the five links fronting the subdivision in Factory road which now formed part of the street, stating that the district land registrar stated it would ho , necessary that this strip should bo transferred to the borough by means of ,a formal transfer. They were quite prepared to do this, but con' sidered tho borough should hear the cost, which would amount to £1 10s.— Approved. J. M'Ausland, Forth street, wrote stating that he was not satisfied with the manner in which the work was carried out in connection with tho drainage of Air Martin's property, which was part of their drain in common.—Received. It was pointed out that the work hai[ been passed by tho borough inspector. The Secretary, Municipal Association of New Zealand, wrote notifying that tho annual conference would he held at Nelson on the second Wednesday in March, 1928, and that all remits foinclusion iu the order paper must he in the hands of tho .secretary not later than December I.—Received. The District Railway Engineer wrote stating that., application had been made for an electric light outside the Moegiel railway station, and as this area was within the borough property he presumed the council would provide the light.—-ft was decided that the light was necessary; hut tho council was of opinion that this was a matter lor the Railway Department to attend to. REPORTS. The Finance Committee reported tho .receipts for the past month, to have been £256 12s 2d, and recommended payment of accounts totalling £122 Is lOd. Tho hank pass hook showed a debit balance of £1,3-55 18s Id. Tho Works Committee detailed the work of tho past mouth, and recommended as follows:—F. C. Smeaton’s and Miss Wiakland's application for soil to bo ploughed off sides of the streets.— Tho committee recommended that both these applications be granted, tho arrangement of tho work to be loft in the hands of tho chairman, with power to act. R. M'Keagg, jun.—Tiro committee recommended that Mr MTvcagg’s offer for tho purchase of the old tip dray bo accepted. W. Purvis's application for improvements to roadway, Tay street.—lt was recommended that tho chairman inspect this street and report to the council. Level crossing to property at tho corner of Gordon road and- Jngli.s street.—As the owner had given an undertaking that no more vehicular traffic would pass over this uniter table, it was recommended that an exemption for this crossing he granted, but if at any future time vehicles were taken over it a prosecution was to he at once instituted. Property owners, King stret, regarding sewer extension.—Tho committee recommended that the inspector interview these various owners at the earliest possible opportunity, and report further to the council after having done so.—The report was adopted, and tho various recommendations agreed to. The Chairman of'"Works reported on Tay street, and it was resolved to leave this matter over for one month. Tho Inspector reported regarding the laying of sewer pipes in King street.— The matter was held over for one month.

The General Committee reported as follows:—The Department of Public. Health had forwarded copy of notice served upon a ratepayer regarding premises. Mure street; and exemption granted to a ratepayer in Carlyle road. Tho Mnsgicl Factory Choir had applied for a reduction in rent of tho hull for concert, ft was recommended that the choir bo informed that as half the proceeds of this concert were to be donated to tho council's piano fund, a rebate of 50 per cent, on tho rent be allowed to tho choir. L. A. Al'Afillan’s letter regarding pver-chargc by local taxi proprietor.—The committee recommended that the purport of Mr McMillan’s letter bo conveyed to tho driver, and that ho be asked to furnish a report to the council. Town Planning Act-—ft was recommended that- the chairmen of the various committees of the council confer with the clerk during tho month in reference to this Act. Mosgicl Park. Gordon road.—lt was recommended that a request ho made to the caretaker to hasten with the tidying up of this park. Private streets.—Jt was recommended that the clerk take the necessary -steps during tho coming month to complete all formalities in reference to the taking over of these streets as provided for in the recentlypassed BUl.—The report was adopted, and tho various recommendations agreed to. GENERAL. The heavy traffic returns for the month were laid on the table.—lt was resolved to notify all license holders that unless the returns were sent in up to time in future a prosecution would follow. It was resolved to purchase a new one-horse mower for cutting the grass on the streets, and to make inquiries regarding the cost of a horse-drawn mower for 'lhe uarx and Recreation G rou n cl. GREEN ISLAND The Green Island Borough Council held its monthly meeting last evening. Present: The mayor (Mr.AV, T. Kaler),

Crs AV. T. Smcllic, H. A. Christie, JGr. Lindsay, G. Orange, H. Connor, J. Logic, and P. T. Chalmers. The Finance Committee’s report stated that during October the receipts were £337 Is od. Tho district fund account showed a debit of £733 19s 6d, but in the unemployment loan account there was a credit balance of £26 6s Id. —Adopted. It was decided to lake action against ceilaiu ratepayers who were in arrears. Tho engineer reported that the amount of wages paid during October was £O2 11s 3d. It was recommended by the Works Committee that tho engineer be asked to attend to tho matter of clearing the drain at the corner of Emerson and Mulford streets. It was recommended that tho question of the Taicri County Council’s quota towards the cost of reconstruction of tho Alain South road be considered by the whole council, and that the question of tho maintenance of the Main South road be left to the engineer. With regard to the Alain South road tho engineer reported as follows:—“The balance of the Alain South road seems to be showing considerable signs of wear, and one man is kept on the work endeavoring to prevent the ravelling of the surface. -It would appear, however, that some additional metal will be required belore the reconstruction, is commenced, as in tlie terms of the contract we are bound to band over the road in a similar condition to that existing when tenders were called. Accounts in connection with tho maintenance of the Alain South road to November 5 were made out and forwarded to the several autlunilies interested. The total cost was £193 Os 9d, and this amount is to be paid in the following proportion ; —.Main Highways Board, £lls 16s 6d; Green Island Borough Council, £lO 13s Id; Dunedin City Council, £2l; Taiori County Council, £ls 10s 11 cl.” It was decided that two trucks of metal be placed on the Kaikorai Valley road.— The report was adopted. The report ot tho Water and Lighting Committee stated that a letter had been received from the railway engineer making 1 application to have tho water service” at the Burnside railway station increased to a lin supply. It was recommended that the •service he put in as requested, the department to bear tho expense.—Adopted. It was decided, on the recommendation of the Reserves Committee, that an extra- man he employed to dig graves whenever occasion arose, the ioreman to use Ins own discretion in the matter. * AA'ilfred Mnnn was granted a. lease of tho town Hall on Saturday nights for a period of .five years, the payment to he -5s a night. PORT CHALMERS There were present at the meeting last night the Mayor (Mr T. Anderson), Crs Lunn, Smith, Love, Campbell. Alackic, Scollay, AVillmott, Craigie, Bell.' and Allan.

—Correspondence.— Mr R. Shaiid wrote that he was agreeable to tiro council’s- men repairing a hood-damaged wall at his premises at Mansfonl, or ho would, as an alternative, accept the council’s offer of £7.—Resolved that the council's men do the work., Air J, AI. Dickson, M.P., advised that the Government was considering the matter of telegraphic notices of shipping.—Received. Air T. F, Alartin staled that tho Alunicipal Association’s annual meeting would be held at Nelson in March, and remits should be in hv December L Received. The Town Clerk, Alosgiel, wrote saying that his council before approving of a suggestion in regard to_ direct telephonic communication within a ten-milo radius of Dunedin would like to confer with representatives of the Port Chalmers Council.—Tho Mayor and Cr Campbell were appointed to represent the council. The Mayor said that local subscribers would pay £2 extra lor a direct service. The secretary of the Harbor Board acknowledged receipt of information in regard to another house being available for the tenant of a cottage abutting on the road at Carey’s Bay.—The letter was received, the Mayor stating that the tenant of the cottage was removing to another house. The' Health Department forwarded details in regard to a cellar Hooding in George street.—The Alayor said the department had approved of a recent new drain, which evidently was not now regarded as satisfactory.—Cr Love said it had already cost the owner .£SO. —Resolved to refer the letter back to tlie department. Tho Prime Alinistor advised of the arrangements on the lines of previous years for the observance' of Armistice Day.—Resolved to make arrangements accordingly. Tlie Health Department wrote pointing out that it was necessary that the foundation of walling round graves in the cemetery be put down to the clay subsoil.—Tlie letter was referred to the Cemetery Committee. —Reports.— The Works Committee reported: During tho past fortnight the foreman and staff have been engaged on ordinary maintenance work about the borough. A good deal of progress lias been “made with the metalling and building up ot tho crown of the road in Magnetic street. During tho fortnight forty-seven loads of rock and twenty-three loads of IJin metal were carted and spread on this road. Advantage- is being taken of the fine weather to push on with asphalting and patching; ol footpaths. Mary street is receiving attention in this respect at the present time. Island terrace and Bellevue' place will be the next to receive attention. The application by two residents of Sawyers Bay for the sanitary service was re- . fcrlred to the contractor, who is agreeable to including tlie places referred toon his run. The committee recommends that the applications he granted 9n the payment of the usual special

sanitation charges. In llio matter of having a clean-up week the committee has no recommendation to make. The committee has the matter of Mussel Bay drainage under consideration, and will report at an early date.—The matter of a clean-up week was discussed, and it was decided to continue it this year. The report otherwise was adopted. The Gas and Water Committee reported: Everything is working satisfactorily at the gas works. During the fortnight the manager has fitted up iin air blast for the purpose of burning the carbon off the retorts. The contractor has completed his contract lor the laying of the new water mains in Bellevue place and Constitution street, and the pipes have been tested and found satisfactory. The matter ol water for Carey’s Bay has had the consideration ol the committee, and the foreman reports that the estimates the cost of running a water main to Carey’s Bay, as far as the Crescent Hotel, using pipes on hand, would be £215. This provides for 17 chains siu and 36 chains of 3in, a total distance of 43 chains. The committee had no recommendations to make in this matter at present. During the past month several water services have had attention by way of repairs. The committee has looked into the question of put-, ting in Hin water services, and can find no record where this was authorised. Further, it is recommended that, as {in iron (galvanised) pipe is the standard size used in most cities and boroughs, that this size be adopted in Port Chalmers.—The final clause was held over, and the report as amended adopted. The Finance Committee reported that a scale of charges had been prepared for the letting of the Town Hall. In the mater of he Municipal Association’s suggestion for all cities and boroughs to place their fidelity guarantee business with the State Fire Insurance Office, the committee recommended that the suggestion be supported by the council. The accounts for payment amounted to £lB9 8s Id and receipts to £346 9s sd; gasworks accounts—receipts £45 3s lOd, wages £9 3s Id.— The report tvas adopted and the rates for letting the hall were also approved. The council decided to _ purchase road-making machinery, consisting of a motor tractor, scarifier, grader* and

roller, also a two-ton motor lorry, provided the machines proved suitable after a demonstration. In order to avoid a repetition of a water shortage experienced last week, the Water Committee decided to make provision for supplying pvnSter to shipping without cutting off the town supply; also that notice he given it it were necessary to cut off the water at certain hours. ST. HILDA The fortnightly meeting of the St. Kilda Borough Council was held last night, the Mayor (Mr R. W. Hall) presiding. Others present were: Crs H. H. hcary, G. Stratton, ,T. Beattie, J. ,T. Fleming, ,T, D. M‘Curdy, F. 0. Gillam, E. Longworth, am' T. D. B. Bov.
