SOUTH AFRICAN FLAG BILL PASSED. CAPE TOWN, November 7.—The Senate passed the third leading of the Flag Bill without trouble. _ It insisted upon its amendments deleting the retrospective and confiscating clauses from' the Precious Stohes Bill, thus making a joint sitting of both Houses necessary.
