RULES IN TWO GROUPS TO BE FRAMED BY COMMITTEE. Press Association—By Telegraph—Copyright WASHINGTON, October 23. (Received October 26, at 10 a.m.) Tho United States won tho consent of tho principal nations represented on tho Radio Conference for tho Convention Committee to frame the rules into two groups to only one of which tlio United Stales will subscribe. The committee adopted proposals, which arc practically assured of acceptance by the conference, whereby both the convention and the annex will be drawn no for signature by flic nations with private communication systems, such as the United States, while a separate annex will.bo provided tor signature by countries with a. Governmental system like Britain. The general regulations, to which the United States will adhere, include rules to prevent interference, rules on the allocation of frequencies, and rules designed to promote efficiency and uniformity in mobile service, both as regards vessels and aircraft. Britain was the first to accept the United States proposals “in principle,” after which tho other nations quickly fell into line.
