TRAFFIC INSPECTOR TO BE SPECIAL CONSTABLE [Pjjk United Pkess Association.] CHRISTCHURCH, October 25. Tlio City Council lias decided that the chief traffic inspector and the assistant chic! traffic inspector be sworn in ns special constables under tho Municipal Corporations Act, in order that they might have the power to arrest. At the present lime the inspectors have no power to hold up tho driver of a motor vehicle who might bo intoxicated :yul in a slate unsuitable to drive a vehicle.
