Lieutenant Gary, of the United States Intelligence Department, at the round-table discussion on the British Commonwealth, said that the most .significant aspect of the modern international era is the shifting of the world politico-naval centre from the North Sea to the Pacific. Singapore is the key to the now British naval strategy in the Pacific. This base is a factor on which it is most likely Japan did not seriously count at the Washington Conference. Professor ■ Heaton, of Queen’s University, .Canada, said that Canada had shown little interest in naval defence because she is comparatively safe from naval attack, but Australia anc New Zealand,-because of their isolated positions, felt a great dependence en the British Navj.
