FRENCH DELEGATE RESIGNS Press Assaoialioa—By Telegraph—Copyright. PARIS, August 9. M. Do Jouvenal sent a letter to M. Briand resigning his appointment as France’s delegate on the League of Nations Council, because the French Government did not .submit to the League problems which he considered were capable of being solved only by the League. M. Briand pointed out that it was not always advisable to appeal to the League over the heads of the interested parties where it was possible to settle ■international disputes by the nurmal processes of diplomacy. (Received August 11, at 11.30 a.m.) It is expected that the British delegates to this year's League Assembly will be the same as last year, with the probable addition of Major Walter Elliott, Parliamentary L'ndcr-sccrctary for Scotland. Last year’s delegation consisted 'of Sir Cecil Hurst, Dame Edith Lyttelton, Lord Onslow, and Commander Hil-ton-Young.
