The Prime Minister wil leave for Canada on Saturday, and il was iu view of this and of the cruciff phase iu tho negotiations reached, bj tho conference .that Cabinet suggested' the return of the British delegates. 16 seemed desirable before final judgment was passed on the proposed compromise arrived at between the British and Japanese delegates that the latest information in tho form of a personal report should be available not only ,to Ministers, but to the Board of Admiralty and to the Committee of Imperial Defence. Lord Cecil scouted the suggestion of a breakdown in tho conference. Ho added: “ I am optimistic about it. There is nothing in tho nature of a breakdown. 1 hope to be back again in Geneva in the course of a few days.” Reports from Geneva state that while in the absence of the two chief British delegates the work of tho conference remains in suspense, the American delegation is still engaged on its calculations with regard to the probable effect of the proposed Auglo-Japanese compromise. The Japanese delegation is understood to have received from Tokio full approval for the' provision agreed upon.
