The Austrian Government is in possession of complete proof that tho revolt was planned by foreigners, instructed from Moscow. Forty Communists, believed to constitute 'the Revolutionary ■Council, were arrested at tho offices of tho newspaper ‘ Reotefane,’ where they wore in consultation. Tho majority of these aro foreigners. Several Russians crossed tho frontier with forged passports, and one of them is charged with setting fire to the Law Courts. 1 The conditions at Vienna are now practically normal. ITALY’S PROTEST. LONDON, July IS.
