(Received April 1, at 10.65 a.m.) The unsettled conditions in China Js the reason given by the Federal Govern ment for refusing passports to Mr Garden and the other delegates of the Canton _ Mission Vigorous protests against the action, of the Government are being made by the union organisations in New South Wales and Victoria, and efforts are being made to have the decision reversed-
