HUNAN PROVINCE BITTER ANTI-BRITISH FEELING. SHANGHAI, January 23. American women and children in the Foochow Consular District have been advised to evacuate, but only a few British have departed. REGIMENTS UNDER ORDERS. OFFICERS’ LEAVE CANCELLED.
