TONNAGE NOT EXCESSIVE ANSWER TO PESSIMISTS. Press Association—By Telegraph—Copyright. LONDON, December 29. (Received December 30, at 2.5 p.ra.) Sir Walter Runciman, president of the Chamber of Shipping, writing in the ‘ Glasgow Herald,’ denies that the shipping tonnage is as excessive as the pessimists assert. He expresses the opinion that Britain is approaching the stage where cargo barely suffices to keep efficient tonnage fully employed. A cessation of immoderate building for a year or two, coupled with trading activity, should adjust the balance.
