(Received December 30, at 12.5 p.m.) In his first public utterance in the United States Mr Bruce chose as tho keynote the urgent necessity for the closest co-operation between the United States and the British Empire. Addressing an afternoon gathering of the English-speaking Union ho declared: “ If Britain and America will work together there is hope for mankind. If they do not, nothing mankind can devise will possibly succeed.” Reviewing the post-war conditions in Europe, he painted a gloomy picture, and told his audience that, despite the sacrifices of the war, he felt that the great ideals for which they had fought had so far shown little sign of realisation. There was, however, a silver, lining to the dark clouds overhanging civilisation, and that was the better understanding between the English-speaking races. Ho urged Americans to rid their minds of their conception of England as an old encrusted Empire founded upon conquest and oppression, and antagonistic to democratic progress, and to substitute a picture of a commonwealth of free nations animated by the same spirit which permeated the United States.

Mr Brace proceeded to detail the great efforts mado by Britain in the past few years to secure improved relations. with the United States! Britain was tho first to pay her debt, the first to accept the invitation to the Disarmament Conference, and even gladly accepted the Volition of tho three-mile limit. In this spirit of cooperation the world’s two greatest nations should work together to restore the sanity of tho rest of tho world.
