VALUE OF THE DOMINIONS OFFICE
Mr L. S. Amery (Secretary of State for the Dominions), at Mr Baldwin’s request, detailed the steps since _ Mr Alfred Deakin’s proposal at the 19)7 Conference which eventually led to the creation of a separate Secretaryship of State for the Dominions. The iuU extent of tho change, he said, was rot yet realised, because purely for the sake of convenience the Dominions Office was still housed in tho Colonial Office, the two Secretaryships being vested in the same individual. This union was purely personal, and was nob organic. There was nothing to preclude entirely separate Ministers for the dominions and for the colonies. Believing that the conduct of interImperial affairs needed tho fullest personal contact and understanding, ho thought that all the travelling for such meetings ought not to bo left to the dominion representatives, but that the Minister or Under-Secretary for the Dominions should, between conferences, visit the dominions and discuss such matters as migration, and settlement, for instance, which could bo handled best on, the spot.
