OTTAWA, October 7. The Toronto ‘Star’ publishes a message from Ottawa saying that Canada’s co-partnership in thb Pacific cable enterprise will be definitely enunciated during the Imperial Conference in London.
It states: “The Dominion, it is understood, will steadfastly refuse to have the Pacific cable dispute aired in the Imperial Conference,, holding that it affects only the four partners to the agreement;—Britain, Canada, Australia, and New Zealand. The British authorities, while yielding the point, will take advantage of the presence of the overseas Prime Ministers interested to seek a settlement of the matter. To this end a Bill has been drafted and is ready to submit to the British Parliament after being first considered by the Prime Ministers of Canada, Australia, and Now Zealand. The Bill will recognise the following basic principles laid down by Canada as the conditions upon which she will permit the cable to be landed on the Pacific coast of the Dominion:—That Canada shall be fully recognised as a co-partner in the undertaking, with equal status with Britain; that the chairman of the Cable Board shall be appointed by the members of the board, and not by the British Treasury as at present; that regulations shall he enacted putting aside certain sums as a reserve; that if any dividends are available the partnership shall be fully recognised in the distribution of such dividends.”
