SINKING FUND PROPOSAL ALTERATION OF CONSTITUTIONAL LAWS. Press Association—By Telegraph—Copyright. LONDON, August 3. The French Cabinet approved _ of making the Sinking Fund a constitutional law, necessitating the summoning of the National Assembly. Both Chambers must first pass independent resolutions approving tho law, and they will then meet together at Versailles, probably on October 8. It is interesting to recall that the constitutional laws have been only twice modified since they rvere established in 1875—namely, in 1879, when the seat of government was transferred to Paris from Versailles, and in 1834, when life membership of tho Senate was suppressed and the Republican principle established as not being subject to revision.

Tho ‘ Daily Express ’ says it is understood that while there lias been no final decision the Cabinet is favorable towards the ratification of tho London debt agreement, but it regards the Washington agreement out of the question.—A. and N.Z. Cable. GOVERNMENT’S PLANS. ENDORSED BY SENATE.
