BOROUGH COUNCILS

MOSGIEL The monthly meeting of the Mosgiel Borough Council, hold last evening, was attended by tho mayor (Mr J. 1. Walls) and Crs J. Garrett, J. Mitchell, L. S. Dyer, James Henderson, G. A: M'Lood, and John Wright, jun. DEPORTS. Tho Finance Committee reported that the receipts for the month had been £I,OUI Is 4d. The committee recommended for payment accounts amounting to £333 3s 9d. The bank pass book showed a debit balance of £2G9 Us lid.—Adopted. ' The Works Committee reported:— Roads and works—Gordon road: Fifteen chains have been remetalled, 370 tons of metal and 86 tons of screenLtvgs havine; bfceu spread. Bush jroad: 102 loads of gravel have been spread. This road is now completed. Clyde street is also completed, including the footpath, soventy-hve loads of "ravel having been spread. The footpaths in the following streets have been grubbed and regravelled:—Gordon road, Irom Tay street to Tweed street, Argyle .street,. Forfar street, Church street, Glasgow street, Montrose and Berwick streets. A start has been made with the metalling'of Bruce street, and the work will bo completed during this week. Water supply; All scour and air valves have received, attention-. At both intakes the water is running over tho spillway. Footpath, King street:. The committee recommends that Mrs 1 Carucrosa lie again written to drawing, her attention to the unsatisfactory manner in which she has Icit the lootpath in this street, and that she be given forty-eight, hours’ notice to replace it in its original condition, otherwise that the borough proceeds with the work at her expense. Quarry road; It is also recoin mended that the necessary patching bo done here, after which tho road should have a alight coating of grav’d, the gravel to be carted from the borough dump by motor lorry by way of an experiment. Mr LI. Walton’s letter regarding additional light in Carlyle road; It is'recommended that Mr Walton be informed that in the opinion of this committee Carlyle road is sufficiently supplied with street lights. Gordon road footpath: It is recommended that the depressions in this footpath between Tay street and Tweed street be filled up with gravel. The committee recommends that, a sufficient quantity of gravel ho supplied to provide a crossing for the following:— Mr Hurndell, Argyle street; Mr Mitchell, Ayr street. Section in Factory road, Mossburn : The committee recommends that the clerk be instructed to write to the borough solicitor asking if possession can. be taken ot this section, pointing out the urgency of immediate action. Application for special water supply, J. Y. Young and Co., Duke’s road; It is recommended that eon si deration of this application be deferred for a period of three months, during which time the committee anticipates being in a better position to deal with outside suppliers. New Zealand Railways (application for five new consumers’ at Wingatui) : The committee recommends that this application bo granted, and that one dozen iin Keystone meters be purchased. Unemployed list: The committee recommends that inquiries be made into the circumstances of each case, and that none but married men or.those noth dependents be employed upon relief works. Tho matter of employing any deserving ease to lie left to the discretion of the chairman of this committee.— The report was adopted, and all the recommendations were agreed to. The General Committee _ reported (hat, having given consideration to tho question of revenue derived from the leasing of tho Coronation Hall from entertainments, it recommended that the matter should remain in abeyance for one month, when the matter could bo again discussed for final decision. — Adopted. The Reserves Committee recommended that one of tho borough employees be put on to cut the holly hedges in Gordon Road Bark; and that all the fencing posts at present stored in the borough yard be used for stays for the strainers on fencing at Wharo Flat, and that they be sot up at the earliest opportunity.—Adopted. ASIATICS. It was resolved to support the proposal to restrict the entry of Asiatics into Now Zealand, and to forward a copy of the resolution to Mr T. K. Sidey, M.P. UNEMPLOYMENT. The Citizens’ Unemployed Committee, Dunedin, wrote stating that a register of unemployed had been opened Tn tho city engineer’s otlicc in tho Town Hall. This register provided essential information relative to the merits of each case. They would be grateful if the council would apply to them for any .labor it may bo disposed to ente ploy.—-Resolved to reply that the council wan endeavoring to meet tho local situation as far as possible, hut, that there was little oppprtumty of providing work for any outside labor. CORRESPONDENCE. Mr T. K. Sidey, M.P., wrote conveying appreciation of the council’s message regarding the Daylight Saving Bill, and stating that tho Bill would prove a boon to the ever-increasing number of cottage gardeners for whom tho district olfcrs special facilities. —• Received. Tho Chief Inspector of Explosives, Wellington, forwarded copies o-t letters recently sent to oil companies, which contained a number of detailed instructions regarding the installation of underground petrol tanks, and asking that a copy be handed to the borough, inspector, so that ho could ensure that the installations were properly carried out.—To bo attended to.

Mr J. Fowler, for Messrs S. Y. Young and Co., wrote stating that Mr Young's application for a special water supply for his property in Duke’s road had evidently been misunderstood by the council, and asking for a reconsideration.—Water supply granted, Crs Garrett and Mitchell dissenting. The Dunedin representatives of the Workers’ Educational Association wrote stating that tho District Council of Otago and Southland was desirous of securing additional annual subscriptions in order to further the aims of tho movement, and asking that tho matter bo brought before tho council, tie enclosed a copy of tho annual report, leaflets setting forth the avowed purpose of tho association, and a list of public bodies subscribing annually.— Received. Tho sum of £1 Is was voted, GENERAL. Tho Clerk tabled a statement of recent expenditure on Gordon road.—it was decided that a deputation from the council should wait on Mr Marks (of the Highways Council) on the matter. —ln connection with this road a letter was read from Air Waiter Hlackie (eu-' closing a reply to his representations on behalf of the borough to the chairman of the Highways .Hoard when lie was in Wellington last week), suggesting that further action be taken, as it would appear that the chairman of the beard was not aware of the amount of traffic that made use of the road.—The Clerk explained that a tally had been taken and forwarded to the authorities, but no reply bad been received.—lb was resolved to forward a copy of the tally, and to make fro.sii representations to the Highways Hoard in the matter. —lt was further resolved to approach tho Dunedin City Corporation in con-

nection with the use of this road hy corporation buses in the summer season.

It was resolved to ask Mr Sidey to \ oppose the Local Government Loans ' Board Bill.

Jt was resolved to form Laing street and to repair Gladstone road from Jmw’s corner to the borough boundary, the owner of the fence on Laing street to be asked to set the fence back to the prbpcr boundary. P. Hanlon and Sons’ tender for carting spoil from the railway quarry was accepted. The Ranger reported having impounded four head of cattle during the month. He complained of a resident herding cattle on the street after being cautioned.—Letter to bo cent to the offender, drawing attention to the breach.of the by-laws. PORT CHALMERS At last night’s meeting there were present the-mayor (Mr T. Anderson), Crs Lunn, Smith, A. Love, W. Love, Morgan, Mackie, Campbell, Willmott, Bell, and Allen. The Mayor said they had lost a friend by the death of the late Captain F. Hardy. A motion of condolence was carried.

The Mayor stated that the local clubs had been invited to send delegates to a meeting to consider the laying out of a recreation ground at Mussel Bay when the reclamation work was completed. —Correspondence.—

, Mrs E. Holden, Island terrace, wrote stating that the footpath had subsided where' a drain was put through her property several months ago.—lt was resolved that the inspector attend to the matter.

Mr W. J. Bnrdsley advised that the Harbor Board had waived the claim for the borough’s dock contribution this year.—Or .Campbell, in moving a vote of thanks io the Harbor Board, said the ratepayers were also indohV.il to the mayor.-—lt was decided to also send a letter of thanks to Mr A. Cable. .Messrs J. Miller and A. Cable waited on the councicl, and asked that the Town Hall bo placed at the disposal of the Girl Guides for a weekly meeting.—The Mayor explained that the Guidos No. 1 Company had the use of the Garrison Hall for Thursday evenings, the only evening it was available. No. 2 Company wanted the Town Hall for their meeting.—lt was decided to grant the use of the hall at a rate to cover the cost of lighting. —Report's.—

The Works Committee reported that, the road had been widened at Naval Point, the trees e.ut hnek, and several loads of metal put down. The channel further along had been cleaned# and broom removed. The total cost ol the improvements amounted to £3O 15s lOd. Temporary piping had been put in to carry sewage until the drainage of Mussel liav was arranged, 'the road was still being widened at WicklifTe terrace and the stone walling was at length nearing completion. Taking the shoulders off the road and the putting down of rotten reek would cost £-0 Ms 4d. The streets had received the usual attention.—Cr Mackie said the widening of tho road at Naval 1 oim meant the averting of accidents, and lie congratulated the Works Committee on carrying out the improvement. Cr Smith said a cinder path should he put down.—The Mayor said the inspector won Id put down the cinders before the job was fully completed.—Cr Allen also complimented the committee on the widening of the road.—The report was adopted. _ „ ... The Finance and Reserves Committee reported fortnightly receipts £49 (Is 3d. expenditure £228 14s 3d. The committee had considered a. comprebensivo report from Mr R. B. Steele, forest extension officer, m regard to planting trees on the municipal water reserve at Sawyers Bay. Ho had suggested that where slow-growing trees had been planted they should be interspersed with fast-growing trees like pinna insignus. The 3,000 trees to be planted this season would he put in as suggested in-the report. The coat of planting could be reduced by employing the whole staff to get it done promptly. —The Mayor read Mr Steele s report, which contained detailed information m regard to trees suitable for planting on the water reserve.—C-r Lunn said it was a pity the report had not been obtained some years ago.—Cr Lunn crew. the council’s attention to the clause ol the Act which stipulated that the mavoral honorarium could not lie increased after it had been fixec , a.s m the council’s case. The councillors would he individually responsible.—Cr Campbell said he was prepared to take the onus of three words haying been omitted from the minutes.—lt was decided to refer the matter to the iMiiancc Committee.—The report was the adoptori • The Gas and Water Committee reported that the gasworks receipts amounted to £B4 10s 3d and the expenditure to £44 Is. The committee was dealing with the matter of repairing the old station meter or getting a new one. The break in the old main at Bernicia street had been repaired, and forty tons of coal stored at the works. Several water services had been attended to, and the trench of the new water main filled in ready for metalling. The committee was of the opinion that a 4in water main should be. put down the centre of George street to supply shippinrr requirements. —Cr -Allen said the cost°of a main for the wharf was being obtained. Steam piping was more suitable for the wharf.—Cr Campbell thought there was a, possibility of making the gasworks more payable by installing gas cookers. The Gas Committee should go into the. matter, (heir town clerk had a knowledge of these things,—Cr Allen said the committee proposed to circularise the householders asking them to instal cookers—The report was adopted. Cr Mackic said the Reserves Committee'and the mayor had visited the reserves at Purakanui, and h:id_ found them in good order, except for the state of tha fences. There was little ragwort showing.—The report submitted hv Cr Mackio was approved. It was decided to give the Defence Department the use of the Town Hall for two Monday nights for drill i imposes. The Alavnr detailed what was being done in regard to a site for a new police station, near the Post_ Office. A proposal to instal electric lighting in the municipal offices was discussed, hut was not approved. The matter of improving the lighting in the clerk’s office was referred to the Lighting Committee. It was unsolved to sue the Otago Power Board if a claim for destruction of native hush on Mihiwaka Deserve was not settled in a. week. The council then went into committee.
