Official advices from Mukden state that Chang Tso-lin, questioned, emphatically denied the accusation that his fleet was flying Japanese flags, which Peking alleged as one reason for the misunderstanding that resulted in a Japanese destroyer being shelled. The Foreign Office likewise -flatly denied the report alleging that the Port Arthur authorities allowed Chang Tsolin to use their wireless for military pll rposes.—R outer.
