(Received January 9, at 11 a.m.) The Foreign Office on Wednesday notified Britain, America, and Russia of Japan’s desire to formulate a new agreement regarding the seal fishing territory. Tho present quadruple pact will expire in December next. It is anticipated that it' will be. difficult to induce America to agree to negotiate with the Soviet. —Reuter.
